“The mechanism is sequencing. A master developer turns land into a district brand, then proves the district with retail, hospitality and public realm, so a buyer is investing in a place rather than in a floor plan that will not exist for three years.
A district is a brand before it is a building
Emaar does not sell apartments in Dubai so much as it sells districts, and the sale happens years before the concrete: the name, the master plan and the amenities arrive first.
The company reported 62 new projects launched across its UAE master plans in 2024 and property sales of about 70 billion dirhams, which is a rate of launch that only works if the district brand carries the promise.
Sales are not revenue, and delay is not failure
Two distinctions decide whether an article about a master developer is honest. The first is the difference between bookings and revenue. Emaar reported property sales of roughly 70 billion dirhams in 2024 while group revenue was 35.5 billion dirhams, about 9.6 billion dollars, for the same year. The gap is the revenue backlog, which the company put above 110 billion dirhams at the end of 2024, up 55 percent, and which converts into revenue as construction progresses. Anyone who presents sales and revenue as the same line is describing a different company.
The second distinction is that a great marketing story here is not a story of uninterrupted delivery. Dubai Creek Tower was unveiled in April 2016 with an estimated construction cost of a billion dollars and a plan to stand a notch taller than the 828 metre Burj Khalifa. In June 2026 the main tender was postponed by roughly three to four months on materials and pricing uncertainty, and as of that reporting there was no published revised height, cost or timeline. The founder's own words on the decision were unusually plain, and they are worth keeping.
The sentence about the tower
We will wait for about three or four months and then re-evaluate the pricing of Creek Tower.
The operating sequence of a destination launch
Dubai Hills Estate was launched in March 2016 as a joint development between Emaar Properties and Meraas Holding, and it was reported with more than 2.2 million square metres of green area including its golf course and a central park. Dubai Creek Harbour, valued in reporting at 180 billion dirhams, covers an 11 million square metre master plan, and in December 2025 the company announced Dubai Square, a 2.6 million square metre retail, hospitality and commercial destination, as its anchor, with construction started and completion expected within three years.
The order matters more than any single asset. Land is assembled and named first. A master plan gives the district a boundary and a claim. Retail, hospitality and public realm follow, because those are the parts a visitor can verify in an afternoon. The signature tower comes last, as a symbol rather than a product, which is why the Creek Tower delay did not stop the district from selling.
Read as a marketing programme, that sequence answers a question every off-plan brochure struggles with: what can a buyer verify today. In Dubai Creek Harbour the verified thing is a place with a name, a plan and an announced commercial anchor, not a rendering of a living room.
Five steps, in the order that works
-
01
Assemble and name the land
Emaar acquired 141 million square feet of development land in Dubai during 2024 with a development value of 96 billion dirhams, and operates ten communities across the Emirates.
-
02
Publish the master plan
An 11 million square metre plan for Dubai Creek Harbour, more than 2.2 million square metres of green area at Dubai Hills Estate: a plan is the document that lets a buyer describe the place to somebody else.
-
03
Announce a commercial anchor
Dubai Square, at 2.6 million square metres, was announced in December 2025 for Dubai Creek Harbour with construction started and completion expected within three years.
-
04
Open the public realm
Parks, promenades and hospitality give the district an afternoon a visitor can spend there, which is what converts a plan into a place people describe from memory.
-
05
Give the district a symbol
Creek Tower was unveiled in April 2016 at an estimated billion dollars, and its tender was postponed in June 2026. The symbol is important, and the district outlives the schedule.
Two years of reported results, side by side

| Net profit before tax | 18.9 billion dirhams (about 5.1 billion dollars) | 25.7 billion dirhams (about 7 billion dollars) | Up 36 percent |
| Property sales | About 70 billion dirhams (about 19 billion dollars) | 80.4 billion dirhams (about 21.9 billion dollars) | Up 16 percent |
| EBITDA | 19.3 billion dirhams at a 54 percent margin | 25.6 billion dirhams | Up 33 percent |
| Revenue backlog | Above 110 billion dirhams, up 55 percent | Not restated in the results release | Converted to revenue as construction progresses |
The numbers that show the launch machine
Three figures give the scale of the operation better than any slogan. Emaar reported 62 new projects launched across its UAE master plans during 2024, which means the marketing machinery is running on more than one launch a week. It acquired 141 million square feet of development land in Dubai in the same year, with a development value of 96 billion dirhams, which is the pipeline for the launches still to come. And the build-to-sell arm, Emaar Development, reported sales of 65.4 billion dirhams in 2024, up 75 percent, with revenue of 19.1 billion dirhams, up 61 percent.
For a marketing team, figures like those set the constraint. Sixty-two launches cannot each receive a bespoke campaign built from scratch. They require a system: a naming architecture, a shared visual language, a template library for master plans and unit plans, and a production line for photography and film that can serve a district rather than a single tower.
Six claims to handle carefully
Emaar's sales are its revenue
Property sales in 2024 were about 70 billion dirhams while group revenue was 35.5 billion dirhams. Sales are bookings that become a revenue backlog, which the company put above 110 billion dirhams at the end of 2024, and convert as construction advances.
Creek Tower is being built and will top the Burj Khalifa
It was unveiled in April 2016 with an estimated billion-dollar cost and a plan to stand a notch taller than 828 metres. In June 2026 the main tender was postponed by three to four months on materials and pricing, with no revised height, cost or timeline published.
The Burj Khalifa is 828 metres to its tip
828 metres is the architectural height. The measured height to tip is 829.8 metres, and the observation deck sits at 555.7 metres. Choose one measure and say which one you are using.
Dubai Hills Estate belongs to one company
It launched in March 2016 as a joint development between Emaar Properties and Meraas Holding, reported with more than 2.2 million square metres of green area including the golf course and a central park.
The company launched a few towers in 2024
The reported figure is 62 new projects across the UAE master plans, with 141 million square feet of land acquired for 96 billion dirhams of development value. A few towers misreads a production line.
The published results are audited marketing
The figures are company-reported results announced to the Dubai Financial Market and carried by the trade press. For precise financials, cite the annual report or the filing, not the press release alone.
What a launch programme inherits from this
Four instructions survive the distance between a listed master developer and a single project. Sell the place before the unit, because a buyer needs something to describe to a spouse, a bank and a friend. Publish the plan, because a plan is the cheapest proof a developer owns. Announce a commercial anchor early, since retail and hospitality are verifiable in a way that a rendering is not. And when a schedule moves, say so in a sentence, as the founder did about Creek Tower, because a clearly announced delay damages a district brand far less than a silence that buyers fill in themselves.
For a design and marketing studio, that is a brief with a longer horizon than a campaign. The identity has to work on a master plan, a hoarding, a sales gallery, a hotel sign and a metro entrance, and it has to still be right when the third phase opens. That is a brand system question, not a poster question, and it is the reason destination work is judged over a decade.
The skyline, photographed
Everything the article describes is finally checked against photographs of the place: a district rising around a harbour, and a tower that became the reference point for every claim that followed it.
What to do with this
- Sell the district, then the address, then the unit.Emaar's scale, 62 launches in a year, only works because the master brand carries the promise into each sale.
- Keep sales and revenue in separate columns.About 70 billion dirhams of sales against 35.5 billion of revenue in 2024 is a backlog story, not double counting.
- Publish a plan, not just a rendering.A master plan is the cheapest verifiable proof a developer owns, and it is what lets a buyer describe the place to somebody else.
- Announce the commercial anchor early.Retail, hospitality and public realm are verifiable within an afternoon; a tower is a symbol and arrives last.
- Say a delay in one sentence. The Creek Tower tender was postponed by three to four months and the reason was stated plainly, which protects the district brand better than silence.
- Build the identity for phase three.A destination identity has to survive master plans, hoardings, sales galleries, hotel signs and metro entrances over a decade.
